Purpose of this policy
Langa Library is a digital library and reading platform. It may contain public domain works, licensed works, metadata records, book covers, OCR text, translation previews, contributor submissions, and user-facing library pages.
Because rights status, content classification, metadata quality, and user submissions may be imperfect, Langa Library maintains a formal process for reviewing notices concerning copyright, personal data, minors, unlawful content, harmful files, incorrect attribution, and other rights or safety concerns.
This policy is intended to support good-faith reporting, careful review, proportionate action, and accountable recordkeeping. It does not guarantee that every request will result in removal, but every complete and credible request should be reviewed.
Compliance commitment
Langa Library intends to handle takedown, restriction, correction, restoration, and illegal-content notices in accordance with applicable copyright, personal data protection, child protection, online safety, consumer protection, intermediary liability, and platform governance laws.
Where applicable, Langa Library may consider notice-and-takedown principles under United States copyright law, notice-and-action obligations under the European Union Digital Services Act, Vietnamese intellectual property and cybersecurity obligations, and other jurisdiction-specific requirements.
If a local law, court order, regulator request, platform-store rule, payment-provider rule, school requirement, or child-protection requirement is stricter than this policy, Langa Library should apply the stricter safeguard where reasonably practicable.
Who may submit a notice
- Copyright owners, authors, publishers, translators, estates, agents, licensees, or other rights holders.
- A person authorized to act on behalf of a rights holder.
- A contributor whose submitted work has been misused, misattributed, or displayed incorrectly.
- A user whose personal data, private information, reading data, account data, or minor-related data is affected.
- A parent, guardian, school, or educator reporting concerns involving a child or young reader.
- A regulator, court, law-enforcement authority, data protection authority, platform store, or other competent authority.
- Any person who identifies illegal content, malware, harmful files, deceptive material, or a serious safety concern.
What may be reported
- A book, EPUB, PDF, image, cover, metadata record, author page, description, OCR text, tag, collection entry, translation preview, contributor submission, or public page.
- Material alleged to infringe copyright, neighboring rights, moral rights, translation rights, database rights, trademark rights, privacy rights, publicity rights, or other applicable rights.
- Material alleged to contain personal data published without proper basis, especially data involving minors, private individuals, account holders, or contributors.
- Material alleged to be unlawful, malicious, deceptive, unsafe, misclassified, unsuitable for minors, or subject to legal restriction.
- A mistaken takedown, mistaken restriction, incorrect attribution, metadata error, or request for restoration.

Privacy or personal data concerns should be sent to langalibrary.team@gmail.com. Security concerns should be sent to langalibrary.team@gmail.com. General support may be sent to langalibrary.team@gmail.com.
If a notice concerns several categories at once, for example copyright and minor privacy, Langa Library may route the notice internally to the appropriate review channel.
Required information for a copyright or rights notice
- The requester's full name and organization, if applicable.
- The requester's email address and reliable contact information.
- A statement of the rights claimed, such as copyright ownership, publisher rights, translation rights, license rights, estate authority, agency authority, or another legal basis.
- Identification of the original work, including title, author, translator, publisher, publication date, ISBN or other identifier where available.
- The exact Langa Library URL, page, record, file, cover, translation, metadata item, or search result being reported.
- A clear explanation of why the material is alleged to infringe rights or require restriction, correction, or removal.
- Evidence or supporting documentation where available, such as registration, publication record, contract, authorization letter, rights statement, estate documentation, or prior notice.
- A good-faith statement that the information in the notice is accurate and that the requester is the rights holder or authorized to act on behalf of the rights holder.
- An electronic signature, typed legal name, or equivalent confirmation by the requester.
Required information for privacy, minor, or personal data notices
- The affected person's name or sufficient information to identify the affected record, unless anonymity is legally required or safety-sensitive.
- The requester's relationship to the affected person, such as self, parent, guardian, school representative, legal representative, or authorized agent.
- The exact Langa Library URL, page, record, note, contribution, account feature, or content item being reported.
- The personal data or minor-related concern, described specifically and without unnecessarily repeating sensitive information.
- The requested action, such as removal, restriction, correction, de-indexing, account review, deletion, or escalation.
- Evidence of authority where required, especially for parent, guardian, school, estate, legal representative, or agent requests.
Required information for illegal content or safety notices
- The exact Langa Library URL, page, record, file, cover, metadata field, contribution, or feature being reported.
- The legal or safety reason for the report, stated as specifically as possible.
- The jurisdiction or law involved, if known.
- A clear explanation of why the reported material is alleged to be illegal, harmful, deceptive, malicious, unsafe, or misclassified.
- Evidence, screenshots, references, or technical details where available.
- A good-faith statement that the notice is accurate to the best of the requester's knowledge.
Initial review and acknowledgement
Langa Library should review incoming notices to determine whether they are complete, credible, urgent, safety-sensitive, rights-related, privacy-related, or legally required.
Where appropriate, Langa Library may acknowledge receipt of a notice. Acknowledgement does not mean that the request has been accepted or that the reported material has been found unlawful.
If a notice is incomplete, Langa Library may request additional information before taking final action. If a notice appears urgent, credible, or high-risk, Langa Library may take temporary action while the review continues.
Temporary restriction during review
Langa Library may temporarily restrict, hide, de-index, disable download, remove from search, remove from featured placement, age-gate, quarantine, or otherwise limit access to reported material while reviewing a credible notice.
Temporary restriction is a risk-control measure. It is not a final determination of infringement, illegality, privacy violation, or wrongdoing.
Temporary restriction may be especially appropriate for notices involving children, personal data, malware, court orders, clear rights claims, mature-content misclassification, or credible risk of legal harm.
Review factors
- The specificity and completeness of the notice.
- The identity and authority of the requester.
- The rights status, publication history, author dates, translator status, license records, public domain status, or source provenance of the work.
- The location and visibility of the reported material in Langa Library.
- Whether the material is a source file, metadata record, cover, OCR text, translation preview, contributor submission, search result, or public page.
- Whether the material involves a child, personal data, private information, sensitive data, security risk, or user account.
- Whether the requested action is proportionate to the concern.
- Whether the material has educational, archival, research, public-domain, licensed, or fair-use/fair-dealing relevance under applicable law.
- Whether a correction, restriction, attribution update, age classification, or de-indexing action is more appropriate than complete removal.
Possible actions
- Remove the material from public access.
- Disable download or reading access.
- Restrict access by age, account status, jurisdiction, review status, or collection status.
- Remove the item from search, recommendations, featured sections, or public discovery surfaces.
- Correct metadata, author identity, attribution, language, rights status, cover, description, tag, or collection note.
- Replace or remove a cover image.
- Remove or revise a translation preview, translation draft, or public translation record.
- Quarantine a file for technical, malware, provenance, or rights review.
- Retain the material with no change if the notice is unsupported, mistaken, incomplete, abusive, or legally insufficient.
- Escalate the issue for legal, security, privacy, child-safety, or technical review.
Counter-notice and restoration requests
A user, contributor, author, translator, publisher, or other affected party may submit a restoration request or counter-notice if they believe material was removed, restricted, corrected, or de-indexed by mistake.
A restoration request should identify the affected material, explain why the action was mistaken or disproportionate, provide supporting evidence, and include reliable contact information.
Langa Library may restore, partially restore, keep restricted, correct, or permanently remove the material depending on the legal and factual review.
Repeat infringement and repeated violations
Langa Library may restrict or terminate accounts, contributor privileges, upload privileges, public attribution, translation publication privileges, or other features for users who repeatedly submit infringing, unlawful, deceptive, malicious, privacy-violating, or unsafe material.
Langa Library may also restrict automated sources, import pipelines, or metadata sources that repeatedly introduce rights, safety, malware, privacy, or classification problems.
Repeat-violation review should be documented and should consider the seriousness, frequency, knowledge, correction history, and risk caused by the behavior.
False, abusive, or bad-faith notices
Takedown and illegal-content notice systems must not be used to suppress lawful access, erase criticism, conceal public-domain works, target competitors, harass contributors, or make knowingly false claims.
Langa Library may reject notices that are incomplete, abusive, fraudulent, knowingly false, overbroad, or unsupported.
Where legally appropriate, Langa Library may retain records of abusive or bad-faith notices and may limit further processing of repeated abusive submissions.
Records and audit trail
Langa Library should maintain internal records of takedown notices, privacy notices, minor-safety notices, illegal-content notices, review decisions, restrictions, removals, restorations, counter-notices, and communications.
Records should include the date received, requester, affected material, stated basis, evidence, reviewer, action taken, date of action, and reason for the decision where practical.
Takedown records may be retained for legal, rights, security, privacy, audit, dispute, and institutional accountability purposes.
User and public notice
Where appropriate and legally permitted, Langa Library may notify the affected account holder, contributor, uploader, translator, or page owner that material has been removed, restricted, corrected, or restored.
Where legally required or appropriate, Langa Library may provide a statement of reasons or a summary of the action taken.
Langa Library should avoid disclosing personal data, sensitive information, minor information, trade secrets, security details, or confidential legal information in public notices.
Urgent safety, child protection, and security cases
Notices involving children, personal data exposure, malware, credential exposure, severe harassment, threats, court orders, regulator requests, or serious security risk may require accelerated review.
In urgent cases, Langa Library may immediately restrict access while it verifies the report and determines the appropriate final action.
Urgent temporary restriction should be documented and reviewed after the immediate risk is contained.
International and cross-border issues
A takedown or restriction request may involve users, rights holders, servers, laws, works, or publication histories from more than one jurisdiction.
Langa Library should consider the jurisdictional basis of the request, the location of the affected user or rights holder, the public-domain or copyright term rules involved, and any applicable cross-border legal obligations.
Where a work is public domain in one jurisdiction but protected in another, Langa Library may restrict access by jurisdiction, annotate rights status, request additional evidence, or take another proportionate action.
